I want to know if the Apple Watch capabilities of reading Heart Rate values - work while the device is under water (when user is swimming, or in the ocean, or wet environments).
Other HR monitors dont have this capability.

We don't know yet for sure. However, there are two swimming workouts in the Workouts app, so that may be an indication

Apple has not yet stated whether or not, for Apple Watch Series 2 models, the Workout app monitors heart rate during swimming workouts.
What Apple has stated is that the watch can count laps, track average lap pace and automatically detect your stroke type, which enables it to accurately measure your Active Calories burned during a swimming workout.
Can I get HR values in the water, when swimming?
